Under the rubber boot theres a large *ss hex nut 22mm you need to lay the scooter on the side and tighten the nut . Hard to move at first but when you break it loose it will move . Easier when back of scooter is attached to the front . I would put body weight on the back while trying to tighten . Then there also is a spline inside with slots in it on the top where the neck is attached . Sometimes that needs addressed ..a special tool is needed for that . But the nut is the main issue . Once that’s tight put some superlube grease in that spring and area under the rubber boot

Well first of all you think it’s tight but it’s not . Due to it’s a reverse thread . So you need to loosen it to make it tight ..(reverse thread on it ..go the other way with wrench
