How does one convert them for personal use? I've seen them around used personally and for sale in the pawn shops, etc. How is this done? I am assuming this would be different than the Lime scooters as the GPS unit is located in the lower section as opposed to the upper section. I've been told the scooters have an actual cell phone as part of their GPS as well and I believe it as someone in my building picks them up for recharging and found a partially disassembled one and before he could turn it in there was a van out front looking for it!

there is no LEGAL way to acquire a Skip scooter for personal use. Police auctions have not occurred in any city that skip has operated in.
