First of all its not a voiager 1, its a voiager 2.
Second, you dont flash the firmware since there is no firmware out to flash. You send commands via arduino.

use stink and cube programmer to write esc126_fulldump.bin to esc then use g30 dash (purchased or yoinked) w ble110 (you'll also have to figure out how to get 5v up the neck) and cook firmware with errors off and stealth mode. then finagle battery outta battery prison box and get the cell pack outta it's plastic prison, stink in swim mode and flash bm134_fulldump.bin w stvp. It sounds harder than it is. Make a list of above and look each one up. Oh and shhhhhhh!

Those aren't segway they're Okai so your instructions won't work. They're Okai ES-200 so the ES-200g firmware could work with the old hack.
