What if you would attach an arduino or even a raspberry and read the communications from gps module to the main board while you ride with the scooter legally and save it.
And then just remove the gps module and let the arduino send an exact copy of your previous legal ride. Would this work?

Maybe, but it's all the extra steps in between that make it hard. How is the (likely) STM chip in the iot box communicating with the STM chip in the controller. What's the interface? Serial, UART, etc. Is it encrypted? Is there some sort of rolling OTP supplied via LTE that the controller expects regularly? What checks are built in to thwart reversing the process? People get paid a lot of money to build these systems, and they are smart.
