Washington DC is rolling out a new program aimed at regulating dockless vehicles.
Some of the larger changes are:
Each company to 600 vehicles
Capping e-scooter speeds to 10 mph
Include non smartphone and cash options

My take: A cap on the number of scooters is needed although that amount should vary by market. In Atlanta we are starting to reach a point when there are way to many scooters out there. Capping the speed at 10mph is dangerous if you're required to ride off the sidewalk.
